Transport policy and climate change: How to decide when experts disagree

Abstract Transport is the sector with the fastest growth of greenhouse gases emissions in many countries. Accumulation of these emissions may cause uncertain and irreversible adverse climate change impacts. In this context, we use the analytic hierarchy process (AHP) to face the question on how to select the best transport policy if the experts have different opinions and beliefs on the occurrence of these impacts. The main objective of the present study is to analyse the effect of a Travel Behaviour Change Program (TBCP) based on health improvement actions, in relation to a potential for an increase in walking and cycling, with reference to particular groups of people defined according to sociodemographics. The aim is to study the networks ́ structure and how it has changed during the time period 1993–2014. The data consists of central organizations boards and states sport policy working groups (n=121). Viimeaikaista liikuntapoliittista ja -tieteellistä keskustelua on käyty siitä, millainen on liikunnan ja urheilun sukupuolten tasa-arvon ja yhdenvertaisuuden tila. Yhtenä sytykkeenä on toiminut vuonna 2015 päivitetty liikuntalaki, jonka kirjauksissa vahvistettiin tasa-arvon ja yhden vertaisuuden edistämisvaatimusta ja jonka myötä myös opetus- ja kulttuuriministeriö alkoi edellyttää järjestöiltä tasa-arvo- ja yhdenvertaisuussuunnitelmia osana valtionapukelpoisuutta.
